Position Title: Associate Director, Purchasing Services

Job Summary:
Supports University by supervising the daily work of the buying staff and by negotiating and buying materials deemed to be moderately complex. The Procurement Operations Manager must ensure that materials and services are purchased at competitive prices and documented accordingly. The Procurement Operations Manager is also responsible for ensuring that the daily operations of mail services, printing/copy center, receiving, and property control are completed in a timely and optimal manner with a minimum of errors. The Procurement Operations Manager also assists the Director of Procurement Services in the development and implementation of procurement strategies designed to increase the overall efficiencies and effectiveness of the Procurement Services.
Knowledge, Skills and Abilities:
Individuals must possess these knowledge, skills and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities. 1. Good computer skills necessary to set up procurement-related documents, vendor correspondence, and internal documents in Word, Excel, and Outlook. Familiarity with MS Access database is desirable. 2. Good verbal and written communication skills. Must be able to effectively interact with administrators, faculty, and staff. Must also be able to effectively write procurement summaries that would meet the standards of government and sponsor audits. 3. Ability to make independent judgments/decisions. 4. Exceptional working knowledge of Oracle-based computerized procurement systems is required. 5. Above average understanding of FAR, OMB Circulars A-110 and A-21 and their applicability to educational institutions is desirable. 6. Knowledge of operating procedures for mail room and/or copy center is a plus. Above average understanding of receiving procedures is a must.
Required Qualifications:
1. Education: Any combination of education and/or experience equivalent to a Bachelor’s degree or any combination of education, training or experience that provides the required knowledge, skills and abilities. 2. Experience: 3 years progressive purchasing experience, of which 2 years should have involved responsibility for all aspects of procurement cycles. Experience in government purchasing and/or educational field is highly desirable.
List comments regarding work hours:
Monday through Friday, 8 am – 5 pm with some evenings and weekends. Additionally, the Purchasing Department, as a branch of Procurement Services, is a customer service oriented department that may require minimal monitoring of departmental systems during off hours and weekends to ensure that University-wide critical business matters are attended to.
