Job Summary:
Under the supervision of the Senior Vice President of Mission Integration, the Associate Vice President, EO & TIXC will serve as the Chief Civil Rights Officer, Director of the Office of Title IX and Equal Opportunity (OTIXEO) Compliance Initiatives, and Title IX Coordinator. This position is responsible for coordinating and directing functions for WesternU’s compliance efforts with obligations under various civil rights legal frameworks, Pay Equity requirements, and Equal Opportunity and Nondiscrimination legal frameworks, such as, Title VI & Title VII of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990, and Age Discrimination Act of 1975. This responsibility includes enforcement of these requirements for students, employees, and third parties. As Director of OTIXEO Compliance Initiatives, oversees complaint resolution and educational programs to prevent and eliminate protected class discrimination, harassment, and retaliation (DHR), prevent its recurrence and remedy its effects. This oversight includes establishing goals, policies, and best practices for OTIXEO Compliance Initiatives. Represents the Office of Mission Integration and supports the achievement of the Office’s functions and goals.

3. Technically skilled with a depth of knowledge and practical application of employment laws, and in managing compliance of state and federal regulations.
4. Strong leadership, analytical and presentation skills; skilled in conflict management and able to manage stressful situations.
· Ability to stay current with laws, rules, and regulations related to civil rights enforcement and compliance administration;
· Demonstrated ability to handle, manage, and secure confidential and private information;
· Advanced understanding of and sensitivity to meeting the needs of the diverse academic, socioeconomic, cultural, disability status, caste, gender identity, sexual orientation and ethnic identities of the WesternU student, community, and employee populations.
· Ability to strategically design system of equal opportunity, Title IX, and civil rights compliance monitoring, technology, trend forecasting, and stakeholder collaboration.
· Knowledge of:
1. Applicable sections of civil rights and violence prevention laws, including: California Fair Housing and Employment Act, Clery Act, Violence Against Women Act, Campus SaVE Act, Americans with Disabilities Act, and the Child Abuse and Neglect Reporting Act (CANRA).
2. Methods and techniques of trauma-informed investigations and adjudications pursuant to California and other legal requirements.
3. Proven practices and strategies for investigation, negotiation, alternative dispute resolution, mediation, and arbitration.
4. Strategies identifying and building cross-functional partnerships to understand challenges.
5. Intersectional diversity, inclusion, belonging, equity, antiracism, and equal opportunity.
Required Qualifications:
Experience: · 5 years or more of experience in civil rights compliance program management
· 5 years or more of experience conducting/managing protected class investigations (from intake to resolution)
· Sensitivity to and understanding of the diverse educational, socioeconomic, cultural, ability, racial, and ethnic identities of students and employees in an academic setting. Education:
Bachelor’s degree from an accredited college or university with relevant coursework in political science, social work, human resources, public policy human resources, business administration or equivalent experience.
Applicable coursework and/or training or certification in federal and state civil rights laws and regulations in higher education context.
A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.
Preferred Qualifications
• Four (4) years or more of related experience with trauma-informed approaches to complaint resolution
• Five (5) years or more of enforcement of Discrimination, Harassment, Retaliation complaints or Title IX/VAWA/Clery Act implementation experience in the higher education context;
• Advanced Degree (such as a Master’s degree or higher in relevant field of study or Juris Doctorate (J.D.) from an accredited college or university) with relevant coursework in social work, human services, human resources, public policy or related field
